Compliance-ready means the manufacturing side of the work is organized so that testing against US requirements can proceed without rebuilding the program first: materials are documented, component sources are traceable, and production records are retained. It is a deliberately narrow claim. We do not tell buyers a product is certified when it has not been tested, and we do not treat a compliance question as an objection to be closed. Every US buyer of imported consumer goods has heard a supplier say "yes, fully compliant" in a first meeting. It is the least informative sentence in sourcing.
Compliance is product-specific, material-specific and channel-specific. A brass hose connector, a plastic trigger nozzle and a potable-water-rated hose do not face the same requirements, and the same nozzle sold through a national retail chain may face contractual testing obligations that a direct-to-consumer listing does not. A supplier who answers a compliance question in one word has either not understood the question or is hoping you will not follow up.
Our approach is to separate three things that often get blurred together:
· What the manufacturer controls — material selection, component sourcing, production records, batch traceability, and cooperation with testing.
· What the laboratory determines — whether a specific product, made from specific materials, meets a specific standard. Only an accredited third-party laboratory can establish this.
· What the importer of record carries — the legal obligations that attach to bringing goods into the US market, including documentation the buyer must be able to produce.
We are firmly in the first category, we actively support the second, and we help buyers prepare for the third.
CPSIA is the primary US framework governing consumer product safety, including limits on lead content and requirements around testing and certification for products intended for children. For garden tools, buyers most frequently raise CPSIA in relation to lead content in metal components — brass and zinc parts in particular — and to documentation obligations that follow the product through the supply chain.
What we do: specify component materials against the buyer's target requirement, retain supplier documentation for metal and plastic inputs, and support testing at an accredited laboratory when the buyer commissions it.
Proposition 65 requires warnings for products that expose California consumers to listed chemicals above defined thresholds. It applies to any product sold into California, which for a national retail program means effectively every product. Brass components, certain plasticizers, and some coatings are the usual points of attention in this category.
What we do: work with the buyer on material selection to reduce exposure risk, provide material information needed for assessment, and produce warning labeling to the buyer's specification when required.
Where a product carries drinking water — most commonly hoses marketed as safe for filling containers or for pet and garden use with potable claims — buyers evaluate materials against food-contact and drinking-water standards. This is a material selection decision made at the quotation stage, not a change that can be made after tooling.
What we do: offer material options intended for evaluation against these requirements, and flag at RFQ stage when a marketing claim the buyer wants would require a material change.
For buyers who also serve European or other markets, CE, RoHS and REACH requirements follow a comparable logic: material declarations, supplier documentation and testing at an accredited laboratory. Raising these at RFQ stage rather than after tooling saves the expensive version of the conversation.
Our OEM process has six stages, and compliance touches four of them.
Step 1 — Inquiry. Compliance scope is defined here. Which market, which channel, which claims does the buyer intend to make on packaging? A claim on a package is a testing obligation in disguise, and it is far cheaper to identify it now.
Step 2 — Sample. Samples are free with buyer-paid DHL freight and typically arrive in the US within 3–5 business days. Where testing is planned, the sample stage is when material declarations are assembled so the buyer's laboratory has what it needs.
Step 3 — Tooling. Material decisions become expensive to reverse once molds are cut. Compliance-driven material choices belong before this step.
Step 5 — Quality control. Inspection covers dimensional, pressure and leak, finish, assembly and packaging checks. Production records are retained so a later batch can be traced back to its inputs — which is what makes a compliance file defensible rather than decorative.
